Things are starting to warm up in this year’s Milpitas election season…
Bill Chuan was the first candidate to announce that he is running for Milpitas City Council. As a resident of Milpitas for the past 15 years, Chuan has been dedicated to serving the community any chance he gets.
“I’m eager and prepared to bring fresh perspectives, proactive solutions, and dedicated leadership to our City Council,” Chuan told The Beat.
For five years, Chuan served on the Milpitas Planning Commission, where he says he gained valuable insights into Milpitas’ operations and established key relationships with City officials and community members. He took on the role of Chair for the last two years after having served as Vice Chair.
Chuan feels that these experiences have equipped him to transition seamlessly into the role of a councilmember, where he hopes to represent and serve the best interests of the community.
Service is a value that seems to be deeply embedded in Chuan’s life. When he was a kid, he was involved in the Boy Scouts, where he had the chance to engage with special needs children. This left a lasting impact on him.
Years later, as an adult, Chuan served in the military as a U.S. Army Crewman, which further deepened his sense of duty and his drive to contribute to his country. Chuan currently volunteers and advocates for the Milpitas High School NJROTC program, providing support and mentorship to cadets and participating in various community events.
“[I feel that] my military background provides a solid foundation for leadership and commitment to service,” stated Chuan.
At present, Bill Chuan feels that the biggest challenge in Milpitas is affordable housing. To address this pressing concern, he proposes “fostering close collaboration with City staff, leveraging external resources, and actively engaging the community to explore innovative solutions.”

Along with advocating for creative solutions to address affordable housing, Chuan told The Beat that his other priorities, if elected, would be: continued public safety support; finding solutions to help the unhoused; infrastructure improvements; and improved government transparency, civility, and professionalism.
Chuan has three daughters with his wife Kelly Yip-Chuan, who is currently serving as Vice President for Milpitas Unified School District’s Board of Education.
When asked what he loves most about Milpitas, Chuan mentioned the strong family-oriented values and vibrant celebration of diversity.
“It’s where my wife and I laid the foundation for our family, and where our children are growing up, learning, and thriving within the Milpitas Unified School District,” shared Chuan. “Milpitas is more than just a location to me – it’s a cherished community where love, family, and diversity intersect to create a truly special environment.”
